How to tell if a fax went through
A fax went through only when the receiving machine acknowledged it, and a status of sent does not show that. Five facts on its record settle it, from the delivery time to a partly masked number.

A fax went through only when the receiving machine acknowledged it, and a status that says "sent" does not show that. The proof is on the fax's record, in five facts: the date and time it was delivered, the pages transmitted, the call duration, a confirmation ID and the recipient number, partly masked.
What proves that a fax went through?
Five facts are the yardstick for a record that proves it. The acknowledgment is the receiving machine's reply that it received the pages, and anything earlier happened on the sending side, so the record has to report the far end's result. Two of the five can be checked against the fax you meant to send. The pages transmitted should equal the pages in your document, cover sheet included. The visible digits of the masked number should match the number you dialed. The delivery time tells you when the office had the pages.
Every Fax Pigeon plan includes a delivery certificate with all five for every delivered fax, opened from the sent fax with View delivery proof. How to securely fax medical records from your phone shows how to open it on a phone.
Delivered answers one question: did the pages reach the machine? Who opened them afterward is a separate record, and HIPAA fax audit trail requirements covers it.
Does "sent" mean a fax went through?
No. Three practice systems word the result three ways, and each shows a stage that comes before it.
| System | Words for the result | What the help pages say about them |
|---|---|---|
| Tebra | Delivery Status, a field. Fax Status, a filter. A green confirmation message "when successfully sent" | No values listed and nothing defined. The word delivered appears on neither of the two pages |
| Canvas Medical | Pending, Success, Error | All three defined. Success means the fax "has been delivered to the recipient" |
| PracticeSuite | INITIALIZED, PENDING, QUEUED, RECEIVED, DELIVERED, FAILED | Listed in a filter that also offers ALL, none defined |
After the green message, Tebra's Fax Documents help page tells the reader to review the fax status in Fax History. Its help page on navigating Fax History names ten Fax Details fields, Delivery Status and Number (#) of pages among them. A call duration and a confirmation ID are not on the list.
Canvas Medical's Success joins two events, the send and the delivery, and its page never says what confirmed the second. The page adds timestamps for the send and the result, and it names no page count, call duration or confirmation ID. PracticeSuite lists RECEIVED and DELIVERED side by side and defines neither.
None of the three pages says that the receiving machine's acknowledgment sets the final status. Before you trust a status, find the event behind it.
What does the Defense Health Agency tell senders to check?
The Defense Health Agency's Privacy and Civil Liberties Office dated its guidance Sending and Receiving PHI By Facsimile June 2024. It is written for Military Health System facilities, and it sets a routine on both sides of a transmission.
The sender reconfirms the destination number with the intended recipient before sending, and phones a first-time recipient to say a fax is coming. Afterward comes this step: "Confirm the success of the transmission by calling the intended recipient." The guidance defines an Activity Confirmation Report as the fax machine's own document on whether the transmission succeeded, with a print-out of the destination number. It also defines an Activity Report Journal, a log that can confirm the successful transmission of each outgoing fax and flag errors. Its record-keeping section asks for evidence of the time and date, the intended recipient, the contents and "the fax number at which it was confirmed to have been received."
The receiving side checks too. The cover sheet is to carry the date and time of transmission, the page count with the cover included and an instruction to verify receipt. The receiver counts the pages against it and asks the sender to retransmit the document if any are missing.
What do you do when the recipient says nothing arrived?
Open the fax's record first. Compare the pages transmitted with your document, cover sheet included, and the visible digits of the masked number with the number you dialed. A digit that differs means the fax went to another number. For that case the guidance tells the sender to contact the wrong recipient at once and request that the fax be destroyed, and Is a fax sent to the wrong number a HIPAA breach? covers the breach rules.
When the record matches, call the office. For a first-time recipient the guidance names the organization's main switchboard rather than a direct number, to check that the receiving entity is genuine. Ask which pages arrived, and write down the date, the time and the name of the person who confirmed receipt. If pages are missing, resend the document and check that the new record shows the full page count.
Does HIPAA require proof of delivery?
The Privacy Rule's safeguards standard does not name one. It requires a covered entity to have appropriate administrative, technical and physical safeguards for protected health information (45 CFR 164.530(c)(1)), and the definition of protected health information reaches information transmitted or maintained in any form or medium (45 CFR 160.103), a faxed page included. The Defense Health Agency guidance lists 45 CFR 164.530(c)(2)(ii), the provision on limiting incidental disclosures, among its supporting policies.

Frequently asked questions
- How do I know if my fax was delivered?
- A fax was delivered when the receiving machine acknowledged it. The record that shows it gives when it was delivered, how many pages went, how long the call ran, a confirmation ID and the recipient number, partly masked. Compare the page count with the pages you sent, cover sheet included. Fax Pigeon issues a delivery certificate with all five for every delivered fax.
- Does sent mean a fax was delivered?
- No. Tebra's Fax Documents help page describes a green confirmation message "when successfully sent" and then points the reader to Fax History to review the status. Canvas Medical's Success status means a fax "has been delivered to the recipient," and PracticeSuite lists PENDING, RECEIVED and DELIVERED without defining any of them. None of the three says the receiving machine's acknowledgment sets the status.
- Should I call to confirm a fax was received?
- Yes, for a fax that carries patient information. The Defense Health Agency's June 2024 guidance for Military Health System facilities lists this sender step: "Confirm the success of the transmission by calling the intended recipient." A status shows what software recorded, and the call shows whether the office has the pages. Keep a note of the call with the fax record.
- What if the recipient says they never got my fax?
- Open the fax's record and compare it with what you sent: the pages transmitted against your document, and the visible digits of the masked number against the number you dialed. A digit that differs means the fax went to another number. If both match, call the office, ask which pages arrived and resend the document if any are missing.
- Does HIPAA require proof that a fax was delivered?
- The Privacy Rule's safeguards standard does not name a delivery record. It requires appropriate administrative, technical and physical safeguards for protected health information (45 CFR 164.530(c)(1)). The definition of protected health information reaches information in any form or medium (45 CFR 160.103), so a faxed page is covered.
