How to choose a HIPAA fax service

Choose a HIPAA fax service with seven checks on the vendor's own pages: BAA, page count, extra-page rate, people, porting, receiving and refunds. Fax Pigeon answers all seven from $4.99 a month.

Choose a HIPAA fax service by checking seven things on the vendor's own pages before you pay, and pick the vendor that answers all seven in writing. Fax Pigeon's answers are a signed Business Associate Agreement (BAA) on all six plans, 200 pages for $4.99 a month billed annually, extra pages from 10¢ down to 2¢, unlimited people, your own number that receives, free porting out and a 72-hour refund.

What should you check before you pay for a HIPAA fax service?

Every check below can be settled from the vendor's own pages, so give a vendor one point for each answer it prints there. The last column is Fax Pigeon's answer.

Does a "HIPAA compliant" label mean the vendor signs a BAA?

Not by itself. HHS says the Office for Civil Rights does not endorse, certify or recommend specific technology or products, so the label on a plan card is the vendor's own description (question 4 of HHS's cloud computing guidance). The rules ask for a written agreement. A covered entity may let a business associate create, receive, maintain or transmit electronic protected health information on its behalf only if it obtains satisfactory assurances, and those assurances are documented in writing (45 CFR 164.308(b) and 164.502(e)). That agreement is the BAA, and HHS says a covered entity that uses a cloud service to maintain that information without one is in violation of the HIPAA Rules (question 5).

Which plans include the BAA differs by service. Online fax services that sign a BAA lists each service by the cheapest plan that includes one, and the 200-page and 500-page price comparison sets those plans side by side.

How do you compare page counts?

Convert your own month into the vendor's unit before you compare prices. A practice that sends 150 pages and receives 250 uses 400 pages on a sent-plus-received count and 150 on an outbound-only count. A line-minute plan bills the time a fax holds the line, so the pages it covers depend on how long each fax takes. The last column of Online fax services that sign a BAA says what each plan counts.

Fax Pigeon counts both directions together. Those 400 pages are twice Basic's 200, and the extra 200 at 10¢ add $20.00 to Basic's $5.99 month-to-month price. Standard includes 500 pages and is $11.99 month to month, or $9.99 billed annually. The six plans differ only in pages a month and the extra-page rate, so the page count picks the plan.

Where do the seven answers live on a vendor's site?

Questions 2, 3, 4 and 6 belong on the pricing page, question 1 on a HIPAA or BAA page, and questions 5 and 7 in the terms of service or the help center. An answer that appears only after you email sales cannot be compared before you pay. HIPAA fax with unlimited users shows how services cap or price people, and Port your fax number before you cancel compares what leaving costs.

Who should switch?

A practice should switch when a service's own pages give a poor answer to any of the seven, or no answer: a BAA that arrives after checkout, a unit that hides what the month costs, a fee for each added person, a number that cannot be ported out, or no inbound number.

A number ports into Fax Pigeon free on any paid plan, and the current provider keeps receiving until the port lands, 5 to 15 business days for most transfers. All six plans are on the pricing page, from Basic at $4.99 a month billed annually for 200 pages to Max at $159.99 for 10,000.

Frequently asked questions

How do I choose a HIPAA compliant fax service?
Check seven things on the vendor's own pages before you pay: whether the BAA is signed on your plan, how pages are counted, what an extra page costs, whether people are unlimited, whether the number can be ported out, whether it receives, and the refund terms. Fax Pigeon answers all seven, from $4.99 a month billed annually for 200 pages.
Does a HIPAA compliant label mean the fax service signs a BAA?
Not by itself. HHS says the Office for Civil Rights does not endorse, certify or recommend specific technology or products, so the label is the vendor's own description. HIPAA asks for a written agreement with a vendor that handles patient information (45 CFR 164.502(e)), and that agreement is the BAA. Fax Pigeon signs one at signup on every plan, the free first fax included.
How do fax services count pages?
Services count pages sent plus received, outbound pages only, or line minutes. Fax Pigeon counts sent plus received together, so 150 pages sent and 250 received use 400 pages, and Standard's 500 pages cover them at $11.99 month to month. Convert your own month into the vendor's unit before you compare prices.
How much does an extra fax page cost?
An extra page costs 10¢ on Fax Pigeon's Basic plan and 2¢ on Max, with Standard at 5¢, Plus at 4¢, Pro at 3.5¢ and Premium at 3¢. Extra pages are billed on a separate invoice, at renewal on a monthly plan and every 30 days on an annual one, and faxes keep arriving past the page budget.
Can I keep my fax number if I switch fax services?
Yes, if your current vendor lets the number leave, so read its port-out terms before you pay. Fax Pigeon ports a number in free on every paid plan, most transfers finish in 5 to 15 business days, and the number keeps working with your current provider until then. Porting out of Fax Pigeon is free too.
Can I get a refund if I cancel a fax service?
At Fax Pigeon, yes: cancel within 72 hours of your first payment and you get a full refund, once per customer. After that you can cancel anytime in Settings and keep service to the end of the paid period. Find any vendor's refund window and cancellation method before you pay, because they differ by service.
