Is there a free HIPAA compliant fax service?
Yes: Doximity's free line for eight professions and Fax Pigeon's first fax of up to 10 pages each come under a BAA. FaxZero and GotFreeFax cap a fax at 3 pages and publish no BAA.

Yes. Doximity's free fax line, for verified members in eight professions, and Fax Pigeon's first fax, up to 10 pages with no credit card, each come under a Business Associate Agreement (BAA). FaxZero and GotFreeFax cap a free fax at 3 pages and publish no BAA. The free plans at FaxTerra (10 pages a month), Dropbox Fax (5 pages) and Fax.Plus (10 pages in total) come with none either.
Which free fax options come with a BAA?
| Free option | What free covers | BAA |
|---|---|---|
| Fax Pigeon first fax | One fax of up to 10 pages, no credit card, sent from a shared number | Yes, the same signed BAA as every paid plan |
| Doximity DocFax | Unlimited pages on a line for each verified member of eight professions | Yes, built into its Terms |
| FaxZero | 3 pages plus a logo cover page, 5 faxes a day, U.S. and Canada | None published |
| GotFreeFax | 3 pages a fax, 2 faxes a day, U.S. and Canada; a shared public number to receive | None published |
| FaxTerra Free plan | 10 pages a month, send only | No; the BAA is a $4.99 a month add-on to a paid plan |
| Dropbox Fax Free plan | 5 pages, up to 20 more earned by sharing or quick actions; send only | None published; its terms bar patient information without a separate BAA |
| Fax.Plus Free plan | 10 pages in total | No; its help center says not to use it for protected health information |
Doximity's BAA is part of its Terms, and the line goes to verified MDs, DOs, NPs, PAs, pharmacists, medical students, podiatrists and dentists. Therapists, counselors, social workers and attorneys are not on the list, and a number unused for 6 weeks can be reclaimed. The BAA lets Doximity process PHI with AI tools (section 3.1) and use or commercialize de-identified data for any lawful purpose (section 3.2). The full read is in Is Doximity fax HIPAA compliant?.
Every Fax Pigeon plan includes a signed BAA, executed at signup, and the free first fax goes out under the same agreement.
What does a free fax site leave out?
At FaxZero and GotFreeFax, two things: a BAA and a private number to receive on.
FaxZero pays for its free fax with ads on its website, and it sends only. Each free fax carries a cover page with FaxZero's logo and prints the sender's name, company, email address and IP address in its sender information, and FaxZero keeps the sender's email and the destination number indefinitely (FaxZero FAQ). Its terms say it cannot assume responsibility for the confidentiality of what you send.
GotFreeFax runs ads on its site and in its confirmation email, and its terms disclaim any warranty that the service will be secure. Its one receiving option is a shared public number. A fax sent to it lands on a single list that any visitor can see, and it opens for whoever enters the four middle digits of the sender's number. GotFreeFax's page for the number says not to use it for personal or sensitive documents.
The paid fax at FaxZero or GotFreeFax names no BAA either. FaxZero's premium fax is $3.29 for up to 25 pages, and GotFreeFax's is $1.25 for up to 10.
Dropbox's terms say any free subscription comes without warranty, support, storage or an SLA, and that Dropbox may end it at any time. Fax.Plus's help center lists its Free plan among the plans not to use for protected health information, and Fax.Plus signs a BAA only on Enterprise, $99.99 a month or $79.99 a month billed annually. FaxTerra's help center says no plan includes a BAA without its $4.99 a month add-on, which attaches to a paid plan.
Outside Doximity, none of the services named here lets you receive for free under a BAA. FaxTerra and Dropbox Fax keep receiving for paid plans. A free account is a different thing from a free fax: Notifyre's account costs nothing to open, sending from it takes a wallet top-up of at least $10, and receiving takes a paid plan (Notifyre pricing).
Does a $0 price change what HIPAA requires?
No. The definition of a business associate turns on what a vendor does with patient information, and price is no part of it. HIPAA calls for a written agreement with a vendor that creates, receives, maintains or transmits a practice's patient information on its behalf (45 CFR 160.103 and 164.502(e)). HHS's cloud computing guidance says a covered entity that uses a cloud service to maintain electronic PHI without a BAA is in violation of the HIPAA Rules (question 5). The same guidance limits the conduit exception to transmission-only services, where any storage is temporary and incident to the transmission (question 3), and says HHS's Office for Civil Rights does not endorse or certify any product (question 4).
Both free sites hold the document after you submit it. FaxZero deletes fax content within 3 days of sending, and GotFreeFax keeps an uploaded file for 5 days, because a free fax waits for you to confirm it by email.
What does Fax Pigeon's free fax include?
The free fax is one fax of up to 10 pages, against 3 at FaxZero and GotFreeFax. It needs a confirmed email and no credit card, and it goes out from Fax Pigeon's shared number under the same signed BAA as every paid plan. Receiving comes with a paid plan, along with your own dedicated fax number.
What does a HIPAA fax cost after the free one?
Basic is $4.99 a month billed annually, or $5.99 month to month, for 200 pages sent and received combined. Used in full, that is about 2.5¢ to 3¢ a page. Extra pages are 10¢ on Basic, billed on a separate invoice, and faxes keep arriving past the page budget. Standard is $9.99 billed annually for 500 pages and Plus is $16.99 for 1,000.
After the free fax, every plan includes the signed BAA, your own dedicated number and unlimited people at no extra cost, and what changes from plan to plan is pages a month and the extra-page rate, all six on the pricing page. Other services that sign a BAA are in Online fax services that sign a BAA, and pay per fax is in HIPAA fax without a subscription.
Who should switch from a free fax site?
- A practice that has sent patient records through FaxZero, GotFreeFax or any free plan with no BAA.
- A practice whose faxes run past 3 pages, or past 2 a day at GotFreeFax and 5 at FaxZero. Basic includes 200 pages a month.
- A practice that needs to receive faxes. A paid plan brings its own number.
- A therapist, counselor, social worker or attorney, none of whom is on Doximity's list.
* Prices last verified October 7, 2026, at each provider's own site. Fax Pigeon is not affiliated with FaxZero, GotFreeFax, FaxTerra, Dropbox, Fax.Plus, Doximity or Notifyre.
