Is Fax.Plus HIPAA compliant?
Fax.Plus signs a Business Associate Agreement on its Enterprise plan only, from $79.99 a month. Its $6.99, $13.99 and $27.99 plans carry no BAA. What that means for a practice, what the refund policy says, and the $4.99 plan with the BAA included.

Fax.Plus can be used in a HIPAA-compliant way only on its Enterprise plan, priced from $79.99 a month, because that is the only plan on which Fax.Plus signs a Business Associate Agreement. Its $6.99 Basic, $13.99 Premium and $27.99 Business plans use the same fax transport and carry no BAA. A practice on any of them is not compliant, whatever the pricing page's badges say.
The plan ladder, and where the BAA starts
| Fax.Plus plan | Month to month | Billed annually | Pages a month | Signed BAA |
|---|---|---|---|---|
| Free | $0 | $0 | 10 total | No |
| Basic | $6.99 | $83.99 a year | 200 | No |
| Premium | $13.99 | $167.99 a year | 500 | No |
| Business | $27.99 | $335.99 a year | 1,000 | No |
| Enterprise | $79.99, "starts at $99.99 for certain configurations" | from $959.99 a year | 4,000 | Yes |
Fax.Plus's own HIPAA page asks "Which plans include BAA?" and answers "Enterprise only." The same page says you "must request and sign a Business Associate Agreement (BAA) to officially mark your account as fully HIPAA compliant." So the path to compliance at Fax.Plus is the top plan plus a request, at eleven times the price of the entry plan for the same transport.
What that means for a solo practice
A therapist, a billing company, or a small clinic buying at a pricing page sees $6.99 for 200 pages, which is the load they have. That plan cannot carry their patient information. The plan that can is $79.99 for 4,000 pages, twenty times the pages they need, at the price of an office lease line item. Neither plan fits, and the middle tiers do not include the agreement either.
Fax Pigeon includes the signed BAA on every plan, including the free first send. The 200-page plan is $4.99 a month billed annually with 200 pages and your own number; the 500-page plan is $9.99 with 500. The agreement is accepted at signup, and the full text is public at before you create an account.
What Fax.Plus's terms and help center disclose
From Fax.Plus's terms and help center:
- Refunds. "Refunds are not issued for unused pages or unused subscription time," and for subscriptions there are "no refunds for past charges, including the most recent one," monthly and annual alike. Fax Pigeon offers a full refund within 72 hours of your first subscription.
- Accidental annual upgrades. The help center carries an article titled "I accidentally upgraded to an annual plan" beside the no-refund rule, and another titled "I cancelled but I'm still being charged."
- Failed sends. A help article explains why credit is deducted "even though my fax failed to send." Fax Pigeon restores your pages when a line or carrier problem stops delivery.
- Retention controls. Setting a document retention period is an Enterprise-only feature, and once a fax is deleted by policy "this action cannot be undone." Fax Pigeon keeps your records for the life of your account and deletes only on your request, after a 7-day undo window.
- Support. Email only; the help center lists no phone or live chat.
The number question
Fax.Plus assigns a number on paid plans and charges $4.99 a month for an additional one, with vanity and custom numbers at $19.99 to $29.99 one time. Porting is listed as free with plan requirements. Fax Pigeon includes your own local number on every paid plan and ports it free in both directions.
Who should switch
A practice that sends a few hundred pages a month and needs the agreement on day one, without a $960-a-year line item, is what Fax Pigeon is built for. The BAA is signed at signup on every plan, the number is yours, and the first fax is free.
